Tower of Americas is nice,..but if you want the whole city,..go downtown and take the freeway leading to Austin,..I-35 not even 5 miles from the downtown area there is a hill(bluff), there you will get the most beautiful panoramic view of Downtown San Antonio,..especially during the first moments of sunset.

I would go to the Tower of the Americas and photograph the city from the viewing level. That will give you a beautiful panorama. There aren’t any other high spots where you can photograph that much of the city.

The old world fair space needle, you can walk around 360 degrees, although last time I wss there a new building was going up next to it. BTY its a couple blocks from the Alamo.
